Neasa Hourigan has strongly argued against the deal saying the Greens shouldn't be afraid to miss the boat, because it could be the Titanic.
Party leader Eamon Ryan and deputy leader Catherine Martin strongly backed the programme at a conference yesterday.
But TD Neasa Hourigan said she was too concerned about the housing and financial aspects of the deal to support it.
Meanwhile Fine Gael MEP Sean Kelly says the Green Party will suffer in the next general election if they don't back the programme for government.
